Deviled Swiss Steak

1 lb round steak
2 tbs flour
1 tsp dry mustard
¾ cup sliced onion
1 carrot diced
2 cups tomato or V-8 juice
1 tbs light brown sugar
2 tbs Worcestershire sauce
Combine flour and mustard and pound into steak pieces. Brown in a little oil. Place in casserole. Add sliced onions and diced carrots. Combine juice, sugar and Worcestershire sauce. Pour over steak. Cover casserole and bake at 350 for 1 1/2 hours.
